FCC Proposes Consumer Rate Hike for School Internet Access Fund

The Federal Communications Commission Monday proposed increasing a fee paid by consumers on phone bills to boost spending on Internet access for schools and libraries. The agency proposed adding $1.5 billion to a fund that subsidizes Internet and phone services to schools and libraries. The agency said the rate hike would cost consumers an extra $2 a year for now.
